Abstract
Gender budgeting is a new concept which empowers women. It was first introduced in Australia in 1984 and now ,more than 40 countries of the world use in their national budget reforming laws. It benefits to lessen the gender gap, sustain women participation in development process. There are several steps and tools in preparing gender responsive budget which emphasises,[i] Integrating the context of women’s lives,[ii] Developing good action plan with key indicators to measure progress,[iii] Asking the right questions,[iv] Integrating gender into the budgeting cycle,[v] Using the right tools for analysis,[vi]Ensuring sustainability,[vii] Including civil society in the budgetary progress and it endeavours to fit a socio-political economy model. The numerous literature on gender budgeting conclude the similar goal of gender equality empowering them to link in the national production process for higher growth but very little had been implemented so far. India has started gender budgeting since 9th plan onwards and in the 11th plan Women’s Component Plan was introduced and in 12th plan separate outlay for women was initiated. Climate finance is an important area where the application of gender budgeting can improve gender’s livelihood, food security and environment on a sustainable manner in which global climate policy allied with national climate policy play significant role and the international institutions rest on concrete gender plan of action towards green earth which require global integrations of negotiations on gender budgeting for gender equality. Huge constitutional reform policies accessing gender inputs of production and finance are necessary which have to hurdle the races of so many economic, social and political barriers.
